What Is Quantitative Risk Assessment?

Quantitative risk assessment (QRA) is the numbers stage of process safety. It takes the hazardous scenarios a HAZOP or PHA has identified, models their consequences, estimates how often each could happen, and combines the two into a measured picture of risk to people, expressed as individual and societal risk.

Where a qualitative study tells you a scenario is serious, a QRA study tells you how serious, how likely and whether the result is tolerable. The recognised reference is the CCPS Guidelines for Chemical Process Quantitative Risk Analysis.

A QRA follows the qualitative work of our process hazard analysis consultants and hazop consultants. It is one element of a full process safety management programme.

What is the full form of QRA?

QRA stands for Quantitative Risk Assessment. It is a numerical method that combines the consequence and the frequency of hazardous scenarios into a measured picture of risk to people, usually shown as individual risk contours and a societal risk F-N curve.

What is a QRA study?

A QRA study models the consequences of credible release scenarios, estimates how often each could occur, and sums them into individual and societal risk figures. It answers not just whether a hazard is serious, but how serious, how likely, and whether the risk is tolerable.

When is a QRA required in India?

A QRA is expected when a site holds hazardous material above threshold quantities, when PNGRB rules apply to a pipeline or terminal, when an IFC or lender condition requires numerical risk demonstration, when a facility is sited near people, or when an insurer requires documented evidence of individual and societal risk.

What is the difference between individual and societal risk?

Individual risk is the risk to a single person at a given location, shown as contours across the site. Societal risk is the risk to groups of people, shown as an F-N curve of frequency against the number affected. Siting and land-use decisions usually turn on societal risk.

What is the difference between a QRA and a HAZOP?

A HAZOP is a qualitative study that identifies hazardous deviations. A QRA is a quantitative study that puts numbers on the scenarios a HAZOP or PHA has found. The two are complementary: the qualitative work defines the scenarios, and the QRA measures their risk.
