What Is Job Hazard Analysis?
Job hazard analysis (JHA), also called job safety analysis (JSA), is a technique that focuses on job tasks to find hazards before they cause harm. It breaks a job into a sequence of steps, identifies the hazard at each step, and sets a control for each hazard. It looks at the relationship between the worker, the task, the tools and the work environment.
The recognised reference is OSHA Publication 3071, the federal guide to conducting a job hazard analysis. Job hazard analysis, job safety analysis and activity hazard analysis all describe the same process; the name you use depends on your industry.
A JSA is the task-level tool that sits under a wider hazard identification and risk assessment, and both sit within a full process safety management approach.

The Method
The 4 Steps of a Job Safety Analysis
Every JSA, in any industry, follows the same four-step logic set out in OSHA Publication 3071.
Select the Job
Prioritise jobs with the highest injury rates, jobs where a single error could be severe, new or modified jobs, and complex tasks that need written procedures.
Break the Job Into Steps
Observe the work and split it into a sequence of steps, each describing what is done, not how. Aim for around 10 to 15 steps.
Identify Hazards at Each Step
For every step, ask what could go wrong, examining the worker, the task, the tools and the environment together.
Determine Controls
Set at least one control per hazard using the hierarchy of controls: elimination, substitution, engineering, administrative, then PPE as the last resort.

These tools work at different levels. JSA and JHA are the same task-level technique under two names. HIRA is broader, and PHA is the process-industry method. Match the tool to the question you are asking.

What is JSA in safety, and what is the full form of JSA?
JSA stands for Job Safety Analysis, also known as Job Hazard Analysis (JHA). It is a task-level technique that breaks a specific job into steps, identifies the hazard at each step, and sets a control for each hazard. It focuses on the relationship between the worker, the task, the tools and the environment, and the finished JSA feeds a safe work procedure.
What is the difference between JSA and JHA?
There is no difference in method. JSA (Job Safety Analysis) and JHA (Job Hazard Analysis) are two names for the same task-level process. OSHA uses JHA in its official guidance, while construction, oil and gas and many other industries say JSA. Activity Hazard Analysis (AHA) is a third name for the same thing.
What is the difference between JSA and HIRA?
A JSA is a task-level tool that analyses one specific job step by step. HIRA (Hazard Identification and Risk Assessment) is broader, covering all hazards across a work area, process or operation and producing a scored risk register. A JSA is more granular and feeds into safe work procedures; HIRA is used for wider safety planning and ISO 45001 compliance. Consultivo conducts both.
